Is it possible for talented team leader to make teamwork efficient even in complicated and non-teamwork oriented conditions?

Yes, a team leader can make teamwork efficient in a complicated and non-teamwork oriented culture.
It will be a challenge and may take more energy on the part of the team leader and the team to sustain a participative environment in a culture that is not attuned to this type of management, but it can be done.
The caveat…The team leader has to be willing to assume the risk involved.
For example, if management has requested that the team leader provide some type of solution to the organization (and the organization requires that the solution come from him/her), the team leader can get the team together to brainstorm, problem solve and determine the solution. The team can then prepare a document for presentation of the solution and the team leader can present (or co-present depending on his/her risk “willingness.”) During the presentation, the team leader should ensure that the team is given credit for its work.
The team leader can also use team-oriented language when speaking with the rest of the organization (we, our team, the team, team members, etc.). Use of this type of language and success on the part of the team can peak the interest of other people in the organization and could cause this type of behavior to spread throughout the organization.
