Team Building Provides Better Accountability

My company went to a team-based environment (Lean Manufacturing) about a year ago. We talked to numerous other companies about how to eliminate those bottom performers who do nothing more than they absolutely have to, relying on those top performers to carry them. When we went to the team environment, we were advised to eliminate individual standards because it goes against the team philosophy. However, it now makes it legally difficult to consistently and fairly identify and eliminate those bottom performers. Any suggestions?
